A Municipal Service Tax District (MSTD) is a defined geographic area where property owners pay an additional tax in order to fund a variety of services that enhance, not replace, existing municipal services within the district’s boundaries. There are over 51 MSDs in North Carolina. In each case, the services and activities ofthe improvement districts have been tailored to meet the specific needs identified by the community that funds them. Albemarle Downtown Development Corporation (ADDC) services the MSD and aids the businesses and property owners with sign, facade,and landscape grants.
